Daniels, LEED AP BD + C With over three decades of experience, John Daniels is a seasoned construction manager and successful entrepreneur specializing in program management, construction management, and process control. His extensive expertise spans both public and private sectors, making him a versatile leader in the industry.
Leadership in Public Sector Projects
As a key member of the Austin, Texas Public Library Executive Leadership Team, John utilized his program management skills to revise the process that provided oversite of the library’s bond-funded Capital Improvement Projects. While managing the library’s CIP, he also adeptly managed the library’s facility. maintenance division ensuring seamless operations and continuity of library programs and services to the public.
During his tenure he directed a facility management staff of 32, collaborated with City of Austin project management cross-functional teams and, worked with professional service providers and vendors that provided design services for the library’s major capital improvement projects.
The project scopes ranged from major facility renovations to infrastructure improvements to major building system upgrades that aligned with the City’s sustainability objectives. John also worked closely with his building managers and staff on emergency repairs in the aftermath of extreme weather events while, simultaneously preforming scheduled and preventative maintenance on the public-facing 21 branch libraries, the Austin History Center, the JH Faulk Building, and the Austin New Central Library.
Prior to his role at the library, John served the Austin Police Department where he developed and executed long-term plans for the police departments capital improvement projects. His notable achievements include the completion of the Public Safety Training Academy, APD’s Real-Time Crime Center, the Austin Regional Intelligence Center, and the adaptive reuse of a closed State Mental Hospital, which became a facility for a multi-jurisdictional law enforcement task force.
Entrepreneurial Success in Architecture and Engineering
Before his tenure with the City of Austin, John co-founded and managed Yssis Group, P.C., an award- winning architecture firm in St. Thomas, USVI. The firm provided professional services in the disciplines of architecture, civil engineering, and construction management across the US and British Virgin Islands. Under John’s leadership, his firm rose to the occasion time and again in the aftermath of major hurricanes to provide on-island services for the VI Government, Heery International, Ch2M Hill and FEMA on hurricane recovery and design-bid-build construction projects.
His firm provide services to the public and private sectors that adhered to the VI Building Code and IBC high-velocity wind-load and seismic provisions. Projects that his firm successfully completed included Residential, Public-School Buildings, the Governor’s Residence, a FHWA Improvement Project, St. Thomas Waterfront Improvement Conceptual Plans, Churches, Restaurants, a USVI Port Authority Master Plan Update to the Cyril E. King Airport, and USVI Port Authority Cruise Ship Tenant Lease Commercial Center.
Program Management Expertise in the US Virgin Islands
Early in his career, John served as the Sr. Scheduler for the DeJongh / Williams, Program Management Consultants Joint Venture. The JV was contracted by the Government of the US Virgin Islands to provide Program Management Service that augmented the Office of the Governor and the Dept. of Public Works capabilities to simultaneously scope and develop numerous bond funded school, airport, roads, drainage improvement and infrastructure projects. The projects made up the VI Government’s 1″ comprehensive Capital Improvements Program. During the initial phases of the CIP deliverables, the USVI was struck by Hurricane Hugo, then the costliest hurricane in US history.
As a result, the initial $150 million DeJongh / Williams PMC CIP deliverables was expanded to include an additional $100M in emergency FEMA-funded hurricane recovery work. John played a crucial role in creating and maintaining the PMC Master Schedule and 54 Detailed Project Schedules that provided a monthly snapshot of the CIP Bond Program and Hurricane Recovery Projects. The PMC Master Schedule provided the VI Government with the structure, clarity, and control needed to manage their complex CIP and hurricane recovery projects, ultimately contributing to their successful delivery within scope, time, and budget.
Military Service and Education
John honorably served in the U.S. Navy by working on the hydraulic, pneumatic, and airframe flight control systems of A-7E Corsair II Attack Aircraft. He completed deployments to the Mediterranean and Caribbean with his Squadron, VA-83 in Carrier Air Wing Group 17 on the Supercarrier CV-59 USS Forrestal and NAS Cecil Field, Jacksonville, Florida. John holds a Bachelor’s of Science Degree in Construction Management Technology from Texas Southern University in Houston Texas.
Personal Life and Interests
John is a dedicated member of the Houston Area Urban League and YMCA. He enjoys music, traveling with his wife, spending time with his surviving daughter and grandson, and improving his golf game.

John Daniels is a seasoned Construction Manager and successful entrepreneur with more than three decades of industry experience in the public and private sectors. John specializes in program management, construction management, and process control management of single and multi-family residential, institutional and commercial projects.
As a past member of the award-winning Austin, Texas Public Library Executive Leadership Team, John integrated the library’s strategic plan into the management and operations of the library’s Facilities Division. Implementation included goal setting, analysis and monitoring of the library’s multi-million-dollar capital improvement program and facility maintenance operations.
System-wide facilities included Austin’s Central Library, Austin History Center, and 22 branches and support facilities throughout the City of Austin. The work directly supported the libraries day- to-day mission as a sanctuary of free learning for all people.
Prior to his work with the library, John served the Austin Police Department in a similar capacity. He developed and executed long range plans for ongoing and future capital improvement projects. Several projects that were successfully completed under John’s leadership include the Public Safety Training Academy, APDs Real Time Crime Center, the Austin Regional Intelligence
Center and, the adaptive re-use of a closed State Mental Hospital. The closed hospital was repurposed to provide accommodations for a multi-jurisdictional law-enforcement task force that investigated child abuse and, provided protection to its victims.
Before he begin his work with the City of Austin, John spent 15 years as co-founder and managing partner of a highly productive architecture firm, Yssis Group, P.C. The award-winning firm was located on St. Thomas, USVI. Services provided to the public and private sectors in the US and British Virgin Islands were architecture, civil engineering and construction project management.
Under his leadership the firm rose to the occasion time and again to provide on-island design and construction services to clients in the aftermath of several major hurricanes that devastated the US Virgin Islands. As managing partner, John specialized in conducting FEMA Damage Assessments for single family homes, government buildings and commercial properties. His firm also provided architecture and civil engineering design services per the VI Building Code adaptation of IBC 2002.
The code upgrades included High-Velocity Hurricane Zone provisions and, Zone IV Seismic provisions after lessons learned from Hurricane Hugo’s wide-spread destruction in the US Virgin Islands, which at that time, was the costliest in US history. The firms’ projects ranged from the reconstruction of single-family homes, school buildings, government buildings and commercial facilities. The firm also provided design services for the Virgin Islands Port Authority’ Crown Bay Commercial Center, a mixed-use retail mall that leases floor space to tenants that service the cruise ship tourist industry.

During his six years of service to our country he made deployments to the Mediterranean and Caribbean with VA-83 in Carrier Air Wing Group 17, on the Supercarrier CV- 59 USS Forrestal. Greetings, I am the principal of John W. Daniels & Associates, a Facility Planning Management Consultant specializing in program management and continuous facility improvements aimed at reducing carbon emissions. I have more than 25 years of experience in the construction industry, and I am an accomplished Construction Manager, and a LEED AP. My expertise lies in leading project teams through the green building certification process, resilience design strategies, and creating sustainable and regenerative systems.

Mission
My aim is to lead project teams through the green building certification process and provide resilience design strategies to create sustainable and regenerative systems in our built environment.
As Director of Facilities (Facility Process Manager) with Austin Public Library (APL), I served on the Executive Leadership Team. My team developed and implemented an agile program management process for APL’s Capital Improvement and Facility Management Projects. My team also maintained over 582,228 square feet of public-facing library facilities in 22 locations in the City of Austin. We met our internal goal of minimizing branch or facility closures via a system-wide process for scheduled and preventive maintenance. Prior to my time with the Austin Public Library System, I spent almost ten years as Facility Planning Manager for the Austin Police Department, which saw me oversee strategic facility planning and budget management, while ensuring divisional goals were aligned with APD’s business plan and mission.
Prior to joining the City of Austin Texas, I served as a Managing Partner with Yssis Studio Architecture Design, a highly productive firm in the U.S. Virgin Islands. We specialized in Architecture, Civil Engineering, and Construction Project Management. Our firm provided services for Historic Preservation and Rehabilitation, Waterfront Development Planning and Design, Site Planning and Development, Custom Residential and Villa Design, Airport Master Planning, Religious Facility Planning and Design, Environmental Assessments, Construction Management and Administration.
